August 2, 2021: Current information on Corona virus (COVID-19) for tourists in Montenegro

In order to protect the health of citizens and tourists residing in Montenegro, the Government of Montenegro has adopted a series of temporary measures to prevent the risk of the possible spread of COVID 19.

Tourists currently residing in Montenegro can find information on all health-related issues on the website of the Institute of Public Health of Montenegro https://www.ijzcg.me/ and via Call Center 1616 ( on weekdays from 8 AM to 8 PM and during the weekend for 10 AM to 4 PM ).

 
 
Entering to Montenegro

Montenegrin citizens and foreigners, except for persons from the following countries: the Republic of Serbia, the Republic of Kosovo, the Republic of Croatia, Bosnia and Herzegovina and the Republic of Albania, Russian Federation, Republic of Belarus, Ukraine, Republic of Northern Macedonia, a member state of the European Union and the state of Israel, Swiss Confederation, the Republic of Moldova, the Kingdom of Norway, the Republic of Kazakhstan, United States and Canada or have resided continuously in those States for a period of at least 15 days prior to entry into Montenegro (who do NOT need a PCR test), can enter Montenegro through all border crossings with a negative PCR test to a new coronavirus (SARS-CoV-2), which is not older than 72 hours, with a positive result of serological test – IgG antibodies and not older than 30 days, with a negative rapid antigen test – BAT on SARS-CoV-2 not older than 48 hours, where the BAT test must be from the Common list of rapid antigen tests mutually recognized by the Member States of the European Union, published by the European Commission,or with evidence that they were fully vaccinated with the prescribed number of doses of vaccine at least 14 days before entering Montenegro vaccine against the new coronavirus, which was issued by an authorized health institution, or with a positive result of PCR test for new coronavirus, issued by a registered laboratory that is older than 14 days from the date of arrival at the border crossing and not older of 90 days, confirming that the owner has recovered from COVID-19 infection.

The obligation to take the test does NOT apply to children up to the age of five.

Montenegrin citizens and foreigners with permanent or temporary residence in Montenegro, who do not have a PCR test for a new coronavirus (SARS-CoV-2), a positive result of a serological test – IgG antibodies or proof that they are fully vaccinated against the new coronavirus, can enter to Montenegro, with the determination of a measure of quarantine or self-isolation for a period of 14 days.

(NOTE: Upon entry, the state of which the person is a resident is considered, not the state of which he is a national if it is not the same state. For example: A citizen of a country outside the list with a proper residence in the state on the list is treated as a citizen of the state on the list because he is a resident of the state on the list.)

 
 
Personal/general measures
  • Mandatory wearing masks in public indoor areas and compliance with measures of physical distance of at least two meters indoors and outdoors in all municipalities in Montenegro

 
 
What is allowed/open?
  • Intercity passenger traffic

  • Grocery stores (markets, supermarkets, hypermarkets)

  • Cafes, restaurants, bars, hotels, with the possibility of sitting at a table for a maximum of four guests

  • Public transport

  • Taxi transport

  • All ports for cruisers and yachts

  • The Inland maritime traffic

  • Ski resorts

  • Fitness centers and gyms (group outdoor trainings for up to 100 people)

  • Children’s playrooms (Except for children’s playrooms that operate independently or within shopping malls

  • National parks of Montenegro

  • Shopping centers, stands / stalls, etc.

  • Beauty and hairdressing salons

  • Amusement parks (carousel, etc. up to 100 people)

  • Presence of the audience at sports events, provided that the occupancy is up to 30 percent of the capacity of the seating area, provided that there is at least one seat among the spectators

  • Private outdoor gatherings of up to 100 people (respecting the recommendations of the Institute of Public Health)

  • Public gatherings in the open up to 100 people (with the obligation to wear a mask and maintain a distance of two meters

  • It is allowed to organize school and student excursions and trips in Montenegro for up to 100 students. The organizer of school excursions and trips is obliged to appoint a person responsible for controlling the application of prescribed measures

  • Entry into the interior of restaurants, cafes, as well as entry into nightclubs and discos, regardless of whether they work outdoors or indoors is allowed only with at least one of the following four pieces of evidence from the National Digital COVID Certificate:

1) That the person has been fully vaccinated or has received the first dose of the COVID19 virus vaccine;

2) That the person has a negative PCR test for COVID19 virus that is not older than 72 hours;

3) Evidence that the person has overcome COVID19 infection, ie proof that not less than 14 days and not more than 180 days have passed since the positive PCR test;

4) Evidence of a negative rapid antigen test not older than 48 hours;

  • One of these conditions must be met by all employees in the restaurants, cafes, as well as entry into nightclubs and discos. The owners of catering facilities are obliged to appoint a person who will control the possession of evidence of vaccination or negative tests.

  • Persons under the age of 18 are NOT required to meet any of these conditions EXCEPT when entering discos or nightclubs. In that case, they must show one of the four prescribed conditions (vaccination, PCR or rapid antigen test).

  • Under the same conditions, it is possible to attend outdoor and indoor sports events.

  • Mass gatherings and festivals that cannot be controlled in a limited space through the National COVID certificate are POSTPONED until August 20.

 
 
What is forbidden/closed?
  • Mass / social gatherings (Exception: theaters, cinemas, museums, galleries, with respect to the Recommendation for cinemas and the Recommendation for cultural events, public events, political and private gatherings, celebrations, parties, weddings, as well as other events at open public places and terraces / gardens of the catering facility in the presence of up to 100 people. Company or an entrepreneur who organizes a celebration, party, wedding or other private gathering on terrace / garden, in the presence of up to 100 guests, is obliged to designate a person responsible for application control prescribed measures )

  • Prohibition of home visits

  • Presence and retention of more than 100 adults together in an open public place (sidewalks, squares, streets, parks, promenades, beaches, etc.), except for persons performing their regular work tasks and for members of the same household.

  • Renting accommodation units (cottages, apartments, etc.) for more than two persons, except for members of a joint family household

  • Keep a 2-meter distance between people

  • Wash hands regularly
