 July 15, 2021: Information on entry restrictions, testing and quarantine regulations in Croatia

Passengers (regardless of their citizenship) coming directly from countries covered by the currently valid amendments to COUNCIL RECOMMENDATION (EU) 2021/1085 of 15 July 2021amending Recommendation (EU) 2020/912 on the temporary restriction on non-essential travel into the EU and the possible lifting of such restriction, can travel to the Republic of Croatia without having to prove or justify their reasons for travel if they meet the abovementioned epidemiological conditions for entry into the Republic of Croatia that are prescribed for third-country nationals.

 

Passengers coming directly from the country and/or region of the European Union, or the country and/or region of the Schengen area and the associated Schengen area, regardless of citizenship, will be allowed to enter in the Republic of Croatia after having a valid EU digital COVID certificate.

 

Exceptionally, passengers coming directly from the countries and/or regions of the European Union or the countries and/or regions of the Schengen area and the countries associated to the Schengen area, and do not yet have an EU digital COVID certificate, will be allowed to enter the Republic of Croatia with:

 

  •  negative PCR test or rapid antigen test – RAT on SARS-CoV-2, where the RAT test must be listed in the Common list of rapid antigen tests recognized by the Member States of the European Union, published by the European Commission. If the RAT test findings were made abroad, the manufacturer and/or the commercial name of the test must be visible and the test must be issued by a health institution / laboratory and signed / confirmed by a doctor.If otherwise, it will not be accepted as credible for entering the Republic of Croatia. The PCR test result must not be older than 72 hours and the BAT test 48 hours from the moment of testing until arrival at the border crossing.

 

  • vaccination certificate  not older than 270 days for persons who received a second dose of COVID-19 vaccine used in EU Member States (Pfizer, Moderna, AstraZeneca, Gambaleya, Sinopharm). Exceptionally, in the case of a vaccine received in a single dose, a certificate of receipt of a single dose if the dose was received more than 14 days before crossing the state border;

 

  • confirmation of receipt of the first dose of Pfizer, Moderna or Gamaleya, with which it is possible to enter the Republic of Croatia in the period from the 22nd to the 42nd day of receipt of the vaccine, or from the 22nd to the 84th day of receipt of the first dose of vaccine AstraZeneca.

 

  • confirmation of COVID-19 recovery and receipt of a single dose of vaccine within six months of the onset of the disease, provided that vaccination must be carried out less than 270 days before arrival at the border crossing point;

 

  • presentation of a positive PCR or rapid antigen test, confirming that the holder recovered from the SARS-CoV-2 virus infection, which was performed in the previous 270 days, and older than 11 days from the date of arrival at the border crossing point or upon presentation of a certificate of recovery issued by a physician;

 

  • or perform PCR testing or rapid antigen testing on SARS-CoV-2 immediately upon arrival in the Republic of Croatia (at their own expense), with the obligation to stay in self-isolation until the arrival of a negative test resultIf testing cannot be performed, a measure of self-isolation is determined for a period of ten (10) days.

Citizens of EU Member States (including Croatian citizens), i.e. of Schengen Member States and Schengen Associated States, as well as members of their families and third-country nationals who are long-term residents under Council Directive 2003/109/EC of 25 November 2003 concerning the status of third-country nationals who are long-term residents and persons entitled to reside under other EU directives or national law or who have national long-term visas coming from third countries, must present a valid and valid EU digital COVID certificate, and if they do not have it, entry into the Republic of Croatia will be granted if they meet the above conditions of entry.

 

Exceptionallyfor the abovementioned persons, a negative PCR test result for SARS-CoV-2 not older than 48 hours will not be obligatory at the border crossing point for healthcare workers, health researchers and caregivers for the elderly, frontier workers, workers in the transport sector, diplomats, staff of international organizations and persons invited by international organizations whose physical presence is necessary for the good functioning of those organizations, military personnel and police officers, as well as humanitarian and civil protection personnel in the performance of their duties, passengers in transit with the obligation to leave the Republic of Croatia within 12 hours from entry and persons travelling for schooling purposes, as well as persons who travel for urgent personal / family reasons, business reasons or have some other economic interest, and do not stay in the Republic of Croatia for more than 12 hours.

THIRD-COUNTRY NATIONALS

 

Third-country nationals not covered by the abovementioned points may enter the Republic of Croatia from third countries if they are:

  1. healthcare workers, health researchers and caregivers for the elderly;
  2. frontier workers (as well as e.g. athletes as stated in the exceptions for passengers within the EU / EEA);
  3. workers in the transport sector;
  4. diplomats, staff of international organizations and persons invited by international organizations whose physical presence is necessary for the good functioning of those organizations, military personnel and police officers, as well as humanitarian and civil protection personnel in the performance of their duties;
  5. passengers in transit;
  6. persons travelling for schooling purposes;
  7. seafarers
  8. persons who travel for tourist reasons and have confirmation of paid accommodation in a hotel, camp, private renter or rented vessel and other form of tourist accommodation or are owners of houses or vessels in the Republic of Croatia;
  9. persons travelling for urgent personal / family reasons, business reasons or other economic interest
  10.  persons who have applied for residence and work, including digital nomads, provided that the competent authority has received a positive decision on the basis of their application.

 

Persons referred to in items 7, 8, and 9 will be allowed to enter the Republic of Croatia with:

 

  • Presentation of a certificate of negative PCR or rapid antigen test for SARS-CoV-2 listed on the Joint List of Rapid Antigen Tests Mutually Recognized by the Member States of the European Union, published by the European Commission, if the test result is not older than 48 hours testing until arrival at the border crossing.

In addition to the tests from the Common list of rapid antigen tests recognized by the Member States of the European Union, the SARS-COV -2 ANTIGEN TEST KIT from the Chinese manufacturer SHENZEN ULTRA – DIAGNOSTIC BIOTEC Co., which is not on the list of approved RAT tests of the European Commission, is also accepted.
If the RAT test findings were made abroad, the manufacturer and/or the commercial name of the test must be visible and the test must be issued by a health institution / laboratory and signed / confirmed by a doctor. If otherwise, it will not be accepted as credible for entering the Republic of Croatia. The PCR test result must not be older than 72 hours and the BAT test 48 hours from the moment of testing until arrival at the border crossing.

 

  • Presentation of the vaccination certificate not older than 270 days for persons 14 days after vaccination with the second dose of COVID-19 vaccine or since vaccination with a single dose, in the case of a single dose vaccine

 

  • Presentation of a positive PCR or rapid antigen test, referred to in subparagraph 1 of this paragraph, confirming that the person has recovered from SARS-CoV-2 virus infection, where test was performed at the latest 270 days ago and is older than 11 days from on the day of arrival at the border crossing or upon presentation of a certificate of illness COVID-19, issued by a doctor

 

  • presentation of a positive PCR or rapid antigen test, from point III. paragraph 1, subparagraph 1 of this Decision, which confirms that the person has recovered from infection with the SARS-CoV-2 virus, where the test was performed in previous 180 days, and is older than 11 days from the date of arrival at the border crossing or upon presentation of a certificate on overcoming the disease COVID-19, issued by a physician

 

  • or perform PCR testing or rapid antigen testing on SARS-CoV-2 immediately upon arrival in the Republic of Croatia (at their own expense), with the obligation to stay in self-isolation until the arrival of a negative test result. If testing cannot be performed, a measure of self-isolation is determined for a period of ten (10) days.

 

Children under the age of twelve traveling with a parent / guardian are exempted from presenting a negative test result and self-isolation if the parents / guardians have a negative PCR or rapid antigen test, or confirmation of vaccination or recovery from COVID-19.

 

When entering the Republic of Croatia, nationals of third countries covered by the list of countries of the Croatian Institute for Public Health to whom special epidemiological measures are applied (available at the following link:must present a negative PCR test result not older than 48 hours and they are obliged to stay in self-isolation for 14 dayswhich could be shortened if a person takes a PCR test for SARS-CoV-2 at their own expense on the seventh day of self-isolation at the earliest at an institution authorized to perform PCR testing and the result is negative. Upon arrival from the following countries / regions, special above-mentioned epidemiological measures are applied when crossing the border of the Republic of Croatia:

 

  1. Republic of South Africa
  2. Brazil
  3. Zanzibar (Tanzania)
  4. India

Persons travelling to the Republic of Croatia for humanitarian reasons related to providing assistance to the areas affected by the earthquake
Persons travelling to the Republic of Croatia for humanitarian reasons related to providing assistance to the areas affected by the earthquake (Sisak-Moslavina County, Karlovac County and Zagreb County), regardless of their citizenship and the area from which they arrive, are allowed to enter the Republic of Croatia based on the previous consent of the Civil Protection Directorate of the Republic of Croatia.
These persons present an exception and will be allowed to enter the Republic of Croatia without the need to present a negative PCR test result on SARS-CoV-2, nor will they be obliged to self-isolate upon entering the Republic of Croatia.
