August 1, 2021: Information on entry restrictions, testing and quarantine regulations in Serbia

• Following the recommendation of the Government of Serbia, the following additional measures are in effect:
  • Cafes, bars, and restaurants may now operate outdoor facilities with no closing time.  Indoor facilities may operate until 1:00 a.m.  Music is now allowed.
  • All retail stores may remain open 24 hours, seven days a week.
  • All operating facilities must provide a minimum of 9 m2 per person. Exceptions are fitness centers, spa centers, gyms, and similar facilities which must provide 16 m2 per person.  This number includes the staff at these businesses.
  • Up to 500 people are allowed to meet indoors or outdoors.
  • Sports events may have spectators of up to 50% capacity in outdoor stadiums or 30% capacity in indoor arenas.
  • Graduation celebrations are allowed.
  • Events expecting over 500 people must get permission from the Crisis Response Team.
  • Recreational classes and excursions may take place with consent from the Ministry of Education an competent institutions.

COVID-19 Testing

• Are PCR and/or antigen tests available for U.S. citizens in Serbia? Yes
• If so, are test results reliably available within 72 hours? Yes
• U.S. citizens can receive COVID-19 (PCR) tests at the locations below:
  • TheTorlak Institute, located at Vojvode Stepe 458 in Belgrade (phone: + 381-11-3953-700, email: office@torlak.rs. The cost for a PCR test is 9,000 dinars. Tests can be scheduled through the Government of Serbia’s eSchedule PCR Testing website (choose “Engleski” from the drop-down menu; select testing site by typing in “Torlak”). Once a test is scheduled, you will receive a system generated payment slip which can be paid at local banks and post offices. Take this payment receipt to your test.  Test results are sent to you by email.
  • The Belgrade City Institute for Public Health, located at Bulevar despota Stefana 54a in Belgrade (phone: +381 11/2078-600, +381 11/2078-601, +381 11/3237-351.The cost for a PCR test is 9,000 dinars. Detailed information can be at Institute’swebsite. Tests can be scheduled through the Government of Serbia’s eSchedule PCR Testing website by choosing “Engleski” from the drop-down menu, and then by typing in “Beograd” and selecting ” Грaдски зaвoд зa jaвнo здрaвљe Бeoгрaд”). Once a test is scheduled, you will receive a system generated payment slip which can be paid at local banks and post offices. Take this payment receipt to your test.  Test results are sent to you by email.
  • U.S. citizens can receive COVID-19 (Antigen) tests at private health institutions throughout Serbia, including at many of those listed on our Medical Assistance webpage. Contact these institutions directly for more information.

COVID-19 Vaccine Information:

• Has the government of Serbia approved a COVID-19 vaccine for use? Yes
• Are vaccines available in Serbia for U.S. citizens to receive? Yes
• Which vaccines are available in Serbia? Pfizer-BioNTech, AstraZeneca, Sputnik V, and Sinopharm
  • Those in Serbia interested in receiving a COVID-19 vaccine can express their interest at the Government of Serbia website gov.rs and clicking the green button marked “Pokreni uslugu” or “Покрени услугу.” The next page has a statement that the form is not a consent for the vaccination, but only expressing your interest. Please note that expressing your interest does not guarantee that you will ultimately be selected to receive a vaccine from the Serbian Government. Click the green button to submit a request.  On the next page you will fill in your personal information, then answer questions about whether you are interested in receiving any vaccine or only a vaccine from a certain manufacturer, whether you have any underlying health conditions, and whether you are able to leave your residence.

• The U.S. government does not plan to provide COVID-19 vaccinations to private U.S. citizens overseas. Please follow host country developments and guidelines for COVID-19 vaccination.

Entry and Exit Requirements

• Are U.S. citizens permitted to enter? Yes
• Is a negative COVID-19 test (PCR and/or serology) required for entry? Yes
  • Starting December 20, 2020 the Government of Serbia is reporting that foreigners seeking to enter Serbia, U.S. citizens included, will need to provide a negative PCR test, not older than 48 hours. These measures are reported to not apply to several categories of travelers, including:
    • Foreign citizens in transit, with 12 hours allowed between entry to and exit from Serbia.
    • Minors up to 12 years of age, provided the parent, custodian or any other person accompanying the minor has a negative PCR test, if it is needed.
    • Crew and cabin crew of aircraft whose final destination is Serbia.
    • Crew, personnel, and passengers in transit through Serbia’s international airports.
    • Accredited staff of foreign diplomatic and consular missions, as well as offices of international organizations. Also included are family members with diplomatic status in Serbia.
    • Foreign citizens who have been granted temporary residence or permanent residence in Serbia (see below)
  • As of December 22, 2020 the Government of Serbia is reporting that passengers whose travel originates in the United States can present either a negative PCR test (or) negative antigen test. This includes passengers who transit another airport on their way from the United States to Serbia, but not those whose point of origin is outside the United States.
  • Detailed information on these measures can be found on the Serbian Ministry of Foreign Affairs’ website.
  • As of January 14, 2021 the Government of Serbia is reporting that travelers with Serbian residency or citizenship entering Serbia from North Macedonia, Bosnia and Herzegovina, Montenegro, Albania, Hungary and Bulgaria do not require a negative PCR test before entering Serbia.
  • The Government of Serbia also reports that foreign citizens with temporary or permanent residence in Serbia may enter without a negative PCR test, but will be required to quarantine at home for 10 days, as well as contact the nearest designated COVID-19 clinic or public health institution, within 24 hours of arrival, through the following official website: www.e-zdravlje.gov.rs. These individuals can also be tested in Serbia. If their PCR test is negative, they will no longer be required to quarantine at home.
  • As of April 5, 2021 the Government of Serbia is reporting that fully vaccinated individuals who received their vaccinations in Serbia do not need to present a negative COVID-19 test, nor quarantine, upon return to Serbia. More information is here, in Serbian.  For vaccinated individuals who received their vaccination outside of Serbia, a negative PCR test taken 48 hours prior to arrival to Serbia is required. See the December 22, 2020 bullet above regarding antigen tests.
  • As of July 24, 2021 the Government of Serbia is reporting that U.S. citizens may enter Serbia without a negative COVID-19 test if they possess proof of recovery from COVID-19 at least 14 days prior to their entry and no more than 6 months prior to their entry.  More information is here, in English.
• Are health screening procedures in place at airports and other ports of entry? No
• U.S. citizens who wish to extend their stay in Serbia may apply to do so through the local police station at which they registered.

• Belgrade is processing extremely limited numbers of appointments for the highest priority cases in the following Immigrant and Nonimmigrant Visa categories:
  • Immigrant, K-1 Fiancé, and Diversity visas for Serbian and Montenegrin residents in all categories; and
  • Nonimmigrant visa categories in the A, G, F, M, J, E, H, I, L, O, P, and C1/D categories.
  • All Immigrant and Nonimmigrant Visa appointments are prioritized in accordance with the Department of State’s Phased Resumption of Visa Services.
