Malta’s deputy prime minister and minister for health Chris Fearne, announced that the Health Authorities will be proceeding with their COVID-19 exit roadmap as planned. Malta will be further relaxing COVID-19 measures, including easing of restrictions relating to incoming travel.

Malta’s deputy prime minister also announced that as planned, as from now on, a vaccine certificate is no longer needed for persons to attend standing outdoor events, or seated indoor events.

WASHINGTON/CHICAGO, April 18 (Reuters) – The Biden administration will no longer enforce a U.S. mask mandate on public transportation, after a federal judge in Florida on Monday ruled that the 14-month-old directive was unlawful, overturning a key White House effort to reduce the spread of COVID-19.

Soon after the announcement, all major carriers including American Airlines (AAL.O), United Airlines (UAL.O) and Delta Air Lines (DAL.N), as well as national train line Amtrak relaxed the restrictions effective immediately. read more

 

Last week, U.S. health officials had extended the mandate to May 3 requiring travelers to wear masks on airplanes, trains, and in taxis, ride-share vehicles or transit hubs, saying they needed time to assess the impact of a recent rise in COVID-19 cases caused by the airborne coronavirus. read more

Industry groups and Republican lawmakers balked and wanted the administration to end the 14-month-old mask mandate permanently.

 

The ruling by U.S. District Judge Kathryn Kimball Mizelle, an appointee of President Donald Trump, came in a lawsuit filed last year in Tampa, Florida, by a group called the Health Freedom Defense Fund. It follows a string of rulings against Biden administration directives to fight the infectious disease that has killed nearly one million Americans, including vaccine or test mandates for employers.

 

Judge Mizelle said the U.S. Centers for Disease Control and Prevention (CDC) had exceeded its authority with the mandate, had not sought public comment and did not adequately explain its decisions.

A U.S. administration official said while the agencies were assessing potential next steps, the court’s decision meant CDC’s public transportation masking order was no longer in effect. The administration could still opt to appeal the order or seek an emergency delay in the order’s enforcement.

“Therefore, TSA will not enforce its Security Directives and Emergency Amendment requiring mask use on public transportation and transportation hubs at this time,” the official said in a statement.

“CDC recommends that people continue to wear masks in indoor public transportation settings.”

The Transportation Security Administration said it will rescind the new Security Directives that were scheduled to take effect on Tuesday.

The ruling comes as COVID-19 infections rise again in the United States, with 36,251 new infections reported on average each day, and 460 daily deaths, based on a seven-day average – the highest number of reported total COVID-19 deaths in the world.

The White House called the ruling “disappointing.”

The CDC first issued a public health order requiring masks in interstate transportation in February 2021. The TSA issued a security directive to enforce the CDC order.

The CDC and Federal Aviation Administration (FAA) declined to comment.

United Airlines, American, Delta, Southwest Airlines (LUV.N), JetBlue (JBLU.O) and Alaska Airlines (ALK.N) said masks are now optional on their planes.

“We are relieved to see the U.S. mask mandate lift to facilitate global travel as COVID-19 has transitioned to an ordinary seasonal virus,” Delta said. The World Health Organization warned against comparing the virus to an endemic illness like the flu earlier this year, noting it is evolving too quickly.

The move could impact travel demand, which has roared back after a blip caused by the Omicron coronavirus variant. U.S. passenger traffic has been averaging about 89% of the pre-pandemic levels since mid-February, according to TSA data.

With the COVID-19 case count rising again, lifting the mandate could make some passengers wary, while prompting others to fly again.

Only 36% of Americans think it’s time for people to stop using masks and quarantines so that life can get back to normal after COVID-19, according to a Reuters/Ipsos poll conducted between Jan. 31 and Feb. 7. However, while a mere 16% of Democrats hold this view, a whopping 60% of Republicans do, according to the poll.

Delta Chief Executive Officer Ed Bastian last week acknowledged the risk, but said the airline still expected its flights to be full.

“It’s a question of individual accountability, personal accountability, making your own decisions rather than the government making decisions for people as to how to stay well,” Bastian told Reuters in an interview.

On Monday, Delta asked its employees to show “understanding and patience” as the unexpected nature of the announcement could result in “inconsistent” enforcement.

Since January 2021, there have been a record 7,060 unruly passenger incidents reported, 70% involving masking rules, according to the FAA. Thousands of passengers have been put on “no-fly” lists for refusing to comply with masking requirements.

Alaska said some passengers will remain banned, even after the mask policy is rescinded.

Greece is to remove all remaining Covid-related travel restrictions on 2 May, in time for its peak summer tourist season. The nation joins a list of 15 other European countries, including Sweden, Madeira and Cyprus, which have dropped entry rules as infection rates stabilise.

The Mediterranean country is expecting high numbers of visitors this year, with officials predicting revenues reaching 80% of 2019 levels, a record year before the pandemic brought travel to a halt.

Measures to be removed include vaccine certificates, recovery certificates and the requirement to wear masks in indoor public places from next month.

Greece’s Minister for Health, Thanos Plevris said that Covid had stabilised in Greece, allowing the country to proceed with the suspension of the protection measures, but he emphasised that the measure were being suspended, not abolished, and that the rules would be reviewed in September.

Travellers will no longer be required to take a pre-travel test, quarantine or provide proof of vaccination to enter the country. On the ground, vistors will no longer have to wear a mask in indoor spaces such as hotel lobbies, or show vaccine certificates to gain entry to certain venues.

 
Greece travel restrictions 

Covid infections in the country have fallen in recent weeks, with authorities recording 15,000 infections and 64 deaths on 12 April. Out of a population of 11 million, some 72% are fully vaccinated.

Greece’s summer tourism season typically begins after the Orthodox Easter, which this year falls on 24 April.

The two authorities also stressed the need to adhere to the Green Pass protocol upon entering various events, tourist and cultural sites, and other places that require the presentation of Green Pass as a precondition for entry.

Singapore has unveiled plans for the Vaccinated Travel Framework (VTF) for all travellers.

The new regulations, which replace the current Vaccinated Travel Lane (VTL) scheme, will come into effect on April 1st.

From next Friday, all countries will be classified either under the General Travel or the Restricted Category and border measures would be accorded by individual travellers’ vaccination status.

All countries will come under the general category to begin with, with no destination in the restricted category.

Travellers will no longer be required to undergo an unsupervised self-administered rapid antigen test within 24 hours of arrival in Singapore.

The departure test can be a polymerase chain reaction test, a professional-administered rapid antigen test or a self-administered antigen that is remotely supervised by a provider in Singapore.

Further, it is no longer necessary to travel on a designated VTL flight, and short-term visitors will no longer need to apply for a travel pass .

They are not required to present their VTP at boarding and arrival immigration.

All vaccination certificates, regardless of country of issuance and whether digitally verifiable or not, will be accepted as proof of vaccination.

Children aged 12 years and below are exempt from the vaccination requirement.

All travellers must submit their SGAC at within three days before entering Singapore.

Michael Rodriguez, area director northern and south-western Europe at Singapore Tourism Board, commented: “The latest easing of travel restrictions is a really positive step towards Singapore’s tourism recovery.

Myanmar reopens to travellers

March 22, 2022 -Myanmar reopens to travellers on 17 April, the government announced after a two-year shut-down due to the Covid-19 pandemicThe junta’s announcement, however, lacked details on visa entry rules or the airlines intending to serve Yangon’s international airport.

Myanmar reopens to travellers

Myanmar first closed the country in March 2022 to international tourists to tackle a surge in Covid-19 cases. However, since 1 February 2021, when a military coup swept aside the country’s legitimate government, Myanmar has descended into chaos and civil unrest, which has seen more than 1,600 civilians killed and an estimated 11,000 arrested and imprisoned.

The military junta announced that international tourists effective 17 April can enter the country, but official websites, including immigration and the country tourism ministry, have yet to clarify the visa requirements or whether the eVisa and visa-on-arrival facilities will be reinstated.

There are no details on which airlines will serve Yangon’s international airport that is currently open only to repatriation flights for Myanmar citizens and those entering the country on official business with the junta.

Myanmar reopens to travellers. As of 17 April, entry will be limited to just fully vaccinated travellers who must undergo two PCR tests during a week-long quarantine in Yangon on arrival.

Airline booking websites that offered up to 30 foreign flights to Yangon daily from cities around Asia pre-Covid-19  flagged travel suspension notices for flights throughout April suggesting no commercial scheduled flights are in the pipeline.

It is too early to identify airlines that might consider flying to Yangon, with the exception of Myanmar Airways International, which continues to offer repatriation flights from Singapore, Bangkok, Hong Kong, Dubai and Kuala Lumpur to Yangon. Thai Airways International flies ad hoc services from Bangkok.

Earlier in the year, Myanmar’s Ministry of Immigration posted a notice on its website that said the ban on international travel and the issue of visas would continue until 31 March 2022.

Even if Myanmar opens a visa-on-arrival or eVisa facility for international tourists, travel firms are not optimistic they will see any bookings. There are strong sentiments against visiting the country. Travellers will be wary of the security risks and are likely to support a boycott of the country. As long as a military junta that usurped power from a democratically appointed government runs the country travellers will go elsewhere.

Land and water borders have been open without restriction since June last to those entering from Austria, Slovenia, Croatia, Serbia, Romania and Slovakia.

This was later extended to Ukraine, but until now air arrivals were subject to restrictions, including a PCR test.

At the same time, hotel quarantine for arrivals from those destinations will be cut to seven days from 14.

Most social-distancing measures will be gradually eased from April 21st, including allowing dining-in at restaurants after 18:00.

Up to four people will be allowed at social gatherings during the first phase of reopening.

Although Covid-19 cases have skyrocketed in recent weeks, officials have begun to acknowledge the damage the absolutist approach to controlling the pandemic has had on the city.

The moves were reportedly spurred by frustration in the banking community and wider population, which has endured more than two years of effectively closed borders.

While curbs and quarantines kept the city virtually virus-free for much of the pandemic, the more contagious Omicron variant evaded measures, cutting a swathe through the city.

Hong Kong now has the highest Covid-19 death rate in the world, with hundreds of under-vaccinated elderly people and care-home residents killed by the virus.

March 21, 2022 – As the country prepares to downgrade the Covid-19 pandemic to endemic disease, Thailand is gearing up for a return to normality and boost economic recovery by further easing travel restrictions. Starting April 1, 2022 travellers may enter the country without the need to show proof of a pre-arrival negative RT-PCR test within 72 hours of travel.

Travellers who wish to visit the land of smiles may enter the country with or without quarantine depending on vaccination status and country of departure. Below are the updated simplified schemes:
 
  • Test and Go: No Quarantine – fully vaccinated travellers arriving by air from any country will be able to enter the country with no quarantine requirements. Travellers only need to undergo RT-PCR test (Day 0) when they arrive at their SHA+ or ASQ hotels and get a negative result. After getting a negative test result, travelers are allowed to travel to other parts of the country. A self-test Antigen Test Kit will be performed on the 5th Day and report your test result on the Mor Chana mobile app
 
 
  • Sandbox Program: Will be reduced to 5 nights from currently 7 nights. After completing five nights within the Sandbox destinations (Pattaya, Phuket, Khao Lak, Krabi, Samui, Koh Phang Ngan, or Koh Tao) travellers will be allowed to travel domestically within the country
 
  • Alternative Quarantine Program: For partially vaccinated or unvaccinated travellers, quarantine will be reduced to 5 nights from currently 10 nights in a designated quarantine hotel in Bangkok, Samut Prakan, Pattaya, Phuket, or Samui before they can travel to other parts of the country. Travellers need to undergo an RT-PCR test on Day 4-5

Applicants obtain their visas electronically after entering required information and making payments by a credit or debit card.

As is the case with other visas, Egyptian port authorities have the right to refuse entry to Egypt for an e-visa holder without any explanation.

A citizen of a foreign country, wishing to enter The Arab Republic of Egypt, generally must first obtain an e-Visa via the Egypt e-Visa Portal.

March 17, 2022 – Cambodia lifts PCR-Test and Rapid Test requirements

From March 17, 2022, Cambodia has lifted two conditions for foreign travelers who are fully vaccinated to enter the country:

  • Waiving the requirement of a negative 72-hour certificate of COVID-19 RT-PCR Test result before arrival in Cambodia.
  • Waiving the requirement of Antigen Rapid Test upon arrival in the country. 

However, passengers must present a COVID-19 vaccination card recognized by their respective health authorities upon arrival.

Unvaccinated or partially vaccinated visitors will be required to present a negative PCR test taken within 72 hours or a rapid antigen test done in a certified laboratory within 24 hours before departure to Seychelles.

Potential visitors having tested positive to the Covid-19 virus – between two to 12 weeks prior to travel – are also exempted from pre-travel Covid-19 testing upon provision of
proof of infection and recovery.

As safe tourism experience remains essential, all visitors will still require travel insurance in addition to their medical insurance cover and are encouraged to book their stay at a certified accommodation.

Moreover, it is mandatory that all visitors apply for a travel authorisation prior to travel.

“The exemption of the PCR test for fully vaccinated visitors is certainly excellent news for Seychelles.

“With restrictions being removed and many destinations reviewing their PCR requirements for entry it was a necessary step for us as a destination to retain the interest of our potential visitors.

“As an industry, we are keeping our commitment towards safe tourism and we should not be complacent and remain vigilant to protect our population and our visitors,” said secretary for tourism, Sherin Francis.

The country has also recently eased other restrictions including the removal of the overnight curfew and closing time for entertainment services such as bars and casinos which became effective on March 1st.

March 17 2022 – Vietnam has announced that it has re-opened its borders to international visitors with immediate effect.

All travellers will, however, be required to show proof of a negative PCR test taken up to 72 hours before their flight departure to Vietnam.

A a negative antigen test taken up to 24 hours before departure will also be accepted.

Separate guidelines apply for sea and land borders; and children under two years old are not required to test.

UK visitors can stay in Vietnam for up to 15 days without needing a visa on entry. 

Kien Tran Trong, chairman of the Vietnam Tourism Advisory Board, commented: “There is so much for visitors to discover during a visit to our beautiful country.

“We know thousands of Brits can’t wait to come for their once in a lifetime holidays, experiencing the fantastic food, nature, scenery and meeting our people.

“We are thrilled that we can finally welcome them to Vietnam again after two years.”

Vietnam has been growing in popularity with UK travellers seeking fresh experiences, with over 300,000 British visitors choosing to visit the country each year before 2020.

Uzbekistan opens for foreign tourists from March 16!

 To restore tourist flows with foreign countries as soon as possible, by decision of the Republican Commission, from March 16 in Uzbekistan:

New entry requirements for Uzbekistan 

 • With passports/vaccination certificates for coronavirus infection, all persons without PCR tests are allowed to enter.  In the absence of passports/vaccination certificates of entering persons, the entering person must have the results of a negative PCR test (with an electronic QR code), for a period not exceeding 72 hours, or pass express tests when crossing the border or upon arrival in the territory of the Republic of Uzbekistan.

 • All restrictions on the free passage of citizens of the Republic of Kazakhstan and citizens of the Republic of Uzbekistan through all ground checkpoints on the border of the Republic of Uzbekistan with the Republic of Kazakhstan are removed;

 • Temporary restrictions on the movement of all persons through ground checkpoints on the border of the Republic of Uzbekistan with the Republic of Tajikistan are canceled.  Measures are being taken to reopen all border checkpoints.

 Also, the functioning of the system for issuing electronic visas (E – VISA) for foreign citizens is resumed.

 In addition, the functioning of a reliable communication channel of the Ministry of Foreign Affairs – a call center for quality service to foreign tourists will be ensured.

As part of the actions to improve and streamline the entry of tourists into Israel, a complex will be opened at Ben Gurion Airport that will allow the passage and inspection of tourist groups arriving through the tourism organizers, in order to alleviate the traffic congestion by about 25%.

This was made possible after the Minister of Tourism, Yoel Razvozov, acted in front of the various bodies and brought about the unique outline according to which: an inbound tourism organizer will inform the company conducting the tests about the expected arrival of a group of tourists, and this will create a space for them, where they will perform the post-landing PCR test, for the purpose of approving their entry into Israel. This will facilitate the entry of organized tourism into Israel.

Minister of Tourism Yoel Razvozov: “This is a step that will significantly reduce the waiting time for queues at Ben Gurion Airport. Our goal as a government is to get the tourism industry back into action as soon as possible, and simplify the entry process to Israel. Thus, and through such actions, we will be able to ensure tourists a quick and safe transition from COVID-19 to their vacation in Israel”.
Yossi Fattal, Director General of the Chamber of Inbound Tourism Organizers: “The quick response of the Minister, the convening of the responsible parties and the creation of an outline for the tourist groups is encouraging, joyful and ensures more comfortable movement of tourists.

Thanks to such moves, and of course the simple outline for tourists to enter Israel, with and without vaccines, we will be able to return in 2022 to about forty percent of the tourism that came to Israel before the outbreak of the COVID-19, the number of tourists that will provide a livelihood for 50,000 citizens, mainly from the periphery”.

March 16 2022 – Kenya has lifted all remaining Covid-19 rules, including a requirement to present a negative PCR test for arriving air passengers.

The decision, which comes into force with immediate effect, means vaccinated travellers can now enter the country without restrictions.

A ban on large indoor gatherings, such as religious services, has also been lifted.

All quarantine measures for confirmed Covid-19 cases have also been halted with immediate effect.

Health minister Mutahi Kagwe gave details of the changes earlier, saying the rising number of Kenyans opting to get vaccinated had allowed for the loosening.

Kenya, with a population of 54 million, has recorded less than 35 daily Covid-19 infections over the past week, according to government statistics.

About 323,000 infections, and 5,600 deaths, have been recorded throughout the pandemic.

Nearly 29 per cent of Kenyan adults are fully vaccinated, more than most countries in sub-Saharan Africa.

March 9 2022 – Malaysia will open its borders to international travellers from April 1st.

The decision comes as the country transitions to an endemic phase of the pandemic, boosting the aviation and tourism sectors.

The country has largely remained closed off to international visitors for two years.

Under the new rules, fully vaccinated passengers will not be required to quarantine on arrival, provided they take a PCR test two days before departure and a rapid antigen test within 24 hours of arrival in Malaysia.

Foreign travellers will be able to enter the country provided they have completed a pre-departure travel form and will no longer be required to obtain a MyTravelPass permit.

“As the only airline to fly non-stop from London to Kuala Lumpur, we look forward to welcoming passengers onboard and helping them discover the diverse flora and fauna, glorious beaches, tantalising cuisines and vibrant cities of Malaysia.

“We have been preparing for this significant milestone for a long time and have already increased our flight capacity to provide better connections across Malaysia and onwards to Southeast Asia and Australasia.”
