June 28, 2021: Information on entry restrictions, testing and quarantine regulations in South Africa

UPDATE TO COVID-19 REGULATIONS – ADJUSTED LEVEL 4

In response to South Africa entering the third wave of COVID-19 infections, President Cyril Ramaphosa has announced that the country would be placed on adjusted alert level 4, in accordance to the country’s risk adjusted strategy.

The move to adjusted alert level 4 is effective for 14 days as of Monday, 28 June until Sunday 11 July 2021.

The President outlined the following key measures, which have been implemented to combat the rise in infection numbers:

  • All gatherings, both indoor and outdoor, are prohibited.
  • Funerals and cremations are permitted with attendance is limited to 50 people.
  • Public spaces such as beaches and parks will remain open but no gatherings will be permitted in these spaces.
  • The times of curfew have been adjusted to between 21h00 – 04h00, daily. All non-essential establishments need to close by 20h00 to allow staff to travel home.
  • The sale of alcohol both for onsite and offsite consumption is prohibited.
  • Travel in and out of Gauteng for leisure purposes is prohibited. Those that are currently not in their place of residence will be permitted to travel back home.
  • Restaurants will only be open for take away and delivery.
  • All schools will be closed for the winter holidays by Friday, 2 July 2021.

President Ramaphosa emphasized that these measures are designed to allow for as much economic activity as possible, whilst limiting social contact.

South Africa’s borders remain open and leisure travel between other provinces, other than Gauteng remains open.

The President also gave an update on the vaccination program, with 2.2 million South Africans being vaccinated, as part of phase 2 of the vaccination program, bringing the number up to 2.7 million vaccines administered all together. He also announced that vaccination will soon open for persons aged 50 and above.

In his address, President Ramaphosa attributed the rise in infections to the Delta variant, which was first identified in India and is now in 85 other countries. In South Africa, this variant has been found in five provinces; Gauteng, Eastern Cape, Western Cape, Free State and KwaZulu Natal.

The evidence presented by scientists suggests that the Delta variant is rapidly displacing the Beta variant, which has been dominant in South Africa until now.

The Delta variant is more transmissible than previously circulating variants and is thought to be twice as contagious as the Beta variant.

August 2, 2021: Information on entry restrictions, testing and quarantine regulations in Brazil

If you’re planning a trip to Brazil, here’s what you’ll need to know and expect if you want to visit during the global coronavirus pandemic.
Brazil has been one of the hardest hit countries by the pandemic. It holds the second highest death toll in the world, second only to the United States.

The Brazilian government has done little to limit the spread nationally. Brazilian president Jair Bolsonaro has criticized the use of masks and lambasted governors who adopt regional lockdown measures.
The Gamma Covid-19 variant spread rapidly across Brazil and then around the globe, and is thought to be more contagious.
Hospitals in Brazil have been struggling. Intubation, medication and oxygen have repeatedly run low at points during the pandemic.

Almost everyone. Brazil’s government has been infamously relaxed about the pandemic — and that includes border control. Following a brief closure in 2020, the borders are now open, including to almost all tourists, for stays of up to 90 days.
British visitors are out of luck — Brazil has banned flights to and from the UK since the announcement of the Alpha variant of Covid-19 first detected in England — and nobody who has been in the UK in the past 14 days can go, other than residents, family members of Brazilian nationals, and some business travel.
Brazil has also banned flights coming from or transiting through India and South Africa.

Entry requirements

If flying, before boarding, all arrivals must present a negative PCR test performed within 72 hours, and a traveler’s health declaration form to their airline before boarding (the airline will distribute the form).
Land and sea borders are closed to non-residents, unless en route to fly home. In that case, travelers must get authorization in advance, present a note from their own embassy or consulate authorizing their crossing at the border, show the plane ticket and go straight to the airport.
There is no quarantine on arrival. Even quarantine for those with symptoms is voluntary.

US CDC travel advisory:

Level 4: Very High. Do not travel to Brazil.

August 2, 2021: Information on entry restrictions, testing and quarantine regulations in Morocco

International flights to Morocco have resumed since June 15, 2021. Travelers have access to Moroccan territory, under certain conditions, if they have a vaccination certificate or a negative PCR test at least 48 hours before the date of entry into Morocco. To implement this procedure, a classification of countries into two lists (A and B) has been adopted following the recommendations of the Ministry of Health.

What are the steps to follow for travelers from A-list countries?

The classification of countries into two lists was made following studies established by the scientific committee of the Ministry of Health to evaluate the epidemiological situation of each country. The A list includes all countries that can access Morocco and to which it is possible to travel.

Travelers from list A countries present a vaccination pass or certificate of vaccination to enter Morocco. The vaccines authorized in Morocco are : AstraZeneca, Sinopharm, Sputnik, Pfizer/BioNTech, Janssen, Covishield, Moderna, Sinovac.

For people who could not be vaccinated or fully vaccinated, they must have a negative PCR test on boarding not older than 72 hours. Both types of travelers must complete and sign the health form.

Children under 11 years of age are exempt from PCR screening.

What about maritime borders?

The operation “Marhaba 2021” will take place from the same maritime transit points of last year, namely Genoa in Italy and Sete and Marseille in France in accordance with the sanitary conditions mentioned above, while specifying that in addition to the PCR test presented at the time of embarkation, the travelers will carry out another test on board and this to ensure the maximum sanitary safety for them and for their relatives.

What are the steps to be taken by travelers from B-list countries?

List B countries are not included in the first list and are not affected by the relief measures available to List A countries. As the gradual opening of the borders is an evolving process, an update of these two lists is planned every two weeks.

Tourists coming from list B countries are classified in two categories. Vaccinated travelers or holders of a certificate attesting that the person is vaccinated with one of the vaccines accepted in Morocco are exempted from quarantine and must present only a negative PCR test dated less than 48 hours and a health form completed and signed before boarding.

Unvaccinated or incompletely vaccinated persons must observe a 10-day controlled quarantine by presenting a negative PCR test less than 48 hours old, a completed and signed health form, a completed and signed declaration of honor for a 10-day confinement and a voucher confirming this confinement in one of the hotels previously designated by the Moroccan authorities. A PCR test is mandatory on the 9th day.

For Moroccan passengers and members of their families and foreigners residents in Morocco who have not been vaccinated or are incompletely vaccinated: self-isolation at home for 5 days is mandatory, with a screening test (rapid antigenic or PCR) on the 5th day. Children under the age of 11 are exempt from PCR testing.

What about people in transit?

A person from country B in transit through a country must complete the 10-day isolation. However, if the person is in transit for more than 10 days in country A, he or she does not need isolation in Morocco.

July 31, 2021: Information on entry restrictions, testing and quarantine regulations in Germany

Due to the COVID-19 pandemic, restrictions for entry into Germany from many countries apply. Persons entering must complete a digital entry registration. Depending on the place departure, they also have to provide a negative test result or proof of immunity, and comply with quarantine regulations.

Entry restrictions

General entry restrictions

EU-wide entry restrictions remain in force. For Germany, these restrictions are issued by the Federal Ministry of the Interior, Building and Community (BMI). Please check with the BMI prior to your trip to find out what regulations apply specifically with regard to the country from which you plan to enter Germany.

In principle, entry is possible from:

  • EU member states
  • states associated with Schengen: Iceland, Norway, Switzerland and Liechtenstein
  • other countries from which entry is possible in light of the epidemiological situation assessment by the EU.

Entry from any other country for any purposse (including visits and tourism)  is only possible for fully vaccinated People. The traveller must have received the last vaccination dose that is necessary for full vaccination at least 14 days before the date of travel, and the vaccine the person has received must be among those listed on the website of the Paul Ehrlich Institute. More Information is available on the website of the Federal Ministry of the Interior.

For people not yet vaccinated entry from other countries is only possible in exceptional cases and is conditional on there being an urgent need.

Travel bans from countries affected by coronavirus variants

A travel ban is in place for countries with widespread occurrence of SARS-CoV-2 virus variants of concern (referred to as areas of variant of concern). Transport companies, e.g. air carriers and railway companies, may not transport any persons from these countries to Germany. There are only a few, strictly defined exceptions to this travel ban, namely for:

  • German citizens and persons who are resident in Germany with a current right to reside in the country, as well as their spouses, partners living in the same household and minor children
  • persons catching a connecting flight who do not leave the transit zone of a passenger airport and
  • few other special cases.

Persons qualifying for these exceptions must nevertheless complete a digital entry registration before entering the country, undergo mandatory testing or provide proof of immunity, and comply with the applicable quarantine regulations for travellers entering the country. Further information is provided below.

Exceptions apply for transit within an airport’s international transit area when travelling from and to outside Schengen. Please find more information below.

Travellers can find more information about the travel ban on the website of the Federal Ministry of the Interior, Building and Community (BMI),the website of the Federal Ministry of Health and this information leaftlet.  The list of areas of variant of concern is published on the website of the Robert Koch Institute.

  • have only passed through a high-risk area or area of variant of concern without a stopover,
  • are only passing through Germany, or
  • in the case of border traffic: persons who have spent less than 24 hours in a high-risk area oder area of variant of concern or are only entering Germany for a period of up to 24 hours.

Additionally, persons entering Germany following a stay in a high-risk area (but not an area of variant of concern) are exempt from this requirement for stays of less than 72 hours to visit close relatives (parents, children), spouses and partners who do not belong to the same household, or for the purpose of shared custody.

If, in exceptional cases, it is not possible to complete a digital entry registration, travellers must instead fill out a substitute registration on paper.

  • Entry from any other Country or area: a negative COVID-19 test result, proof of a full COVID-19 vaccination or proof of recovery from an infection.

This proof must be held prior to entering the country, and must be presented to the airline before departure where applicable.

The proof must be presented to the relevant authorities upon request up to ten days after entry. More information on mandatory testing and proof of immunity is available on the website of the Federal Ministry of Health and this information leaflet.

Requirements for tests and proof of vaccination or recovery

Information on proof of immunity is available on the website of the Federal Ministry of Health.

In principle, the following forms of proof are accepted:

  • Proof of a negative test result:

A negative test result obtained using nucleic acid amplification technology (e.g. PCR, PoC- PCR) in German, English, French, Italian or Spanish. The test must have been carried out no more than 72 hours prior to entry (time of swabbing).

Alternatively, a negative antigen rapid test result in German, English, French, Italian or Spanish. Quarantine regulations

A requirement to self-isolate is in place in Germany pursuant to the Federal Ministry of Health’s Ordinance on Coronavirus Entry Regulations of 30 July 2021.

Under the new Ordinance on Coronavirus Entry Regulations, persons entering Germany following a stay in a high-risk area or area of variant of concern in the last ten days must

  • proceed directly to their destination following entry and
  • self-isolate there (quarantine). After a stay in a high-risk area travellers must self-isolate for 10 days, after a stay in an area of variant of concern for 14 days.

During this quarantine, travellers may not leave the house or flat or receive guests.

Exemptions from the requirement to quarantine:

Exemptions from the requirement to quarantine apply to persons who:

  • have merely passed through a high-risk area (not an area of variant of concern) without a stopover,
  • are only passing through Germany and leaving the country via the fastest route available, or
  • in the case of border traffic from high-risk areas (but not Areas of variant of concern): persons who have spent less than 24 hours in a risk area or are only entering Germany for a period of up to 24 Hours.

In addition, for high-risk areas (but not areas of variant of concern) the following applies:

The quarantine period may be ended on the basis of a negative test carried out no earlier than five days after entry. For persons who have been vaccinated or recovered from an infection and arrive from a high-risk area, mandatory quarantine ends immediately after submitting proof of vaccination or proof of recovery.

For children under the age of twelve quarantine ends automatically after 5 instead of 10 days.

For areas of variant of concern the following applies:

Quarantine period cannot be shortened. However, if the area of departure is reclassified as a high-Risk area during the quarantine, the regulations for high-risk areas apply. In this case the quarantin may end early as explained above.

More information is available on the website of the Federal Ministry of Health and this Information leaflet.

How to conduct yourself when in Germany?

Mouth and nose must be covered aboard any public transport, in stores and busy outdoor places, where the minimum distance to others cannot be kept at all times. Masks must fulfill the requirements of FFP2 or KN95/N95.

If travellers develop symptoms associated with COVID-19 (coughing, a runny nose, sore throat or fever) they should get in touch by phone with a doctor or contact the hotline 116 117. Often travel guides or hotels can also help in such cases. Travellers should keep the contact details of their home country’s embassy or consulate in Germany in case they need to contact them.

Information by the Federal Ministry of Health in english can be found here.

Extensive information in English and other languages on current regulations is available here.

A overview on what to do to help protect yourself and others is available here:

Coronavirus – Informationen and practical advice.

Watch out for local regulations

Measures for fighting the spread of COVID-19 are subject to local regulation. This may include quarantine measures in the case of a confirmed infection.

August 2, 2021: This travel advice you can find on the Greek government website.

We welcome you to Greece and hope you enjoy a wonderful and unforgettable holiday experience.

On behalf of the Greek Government and the Greek Ministry of Tourism, we would like to inform you that we have done everything in our power to make sure you stay safe during your stay in Greece. Your health is our absolute priority.

On May 14, Greece opened its borders in a safe and attainable manner.

In the following paragraphs, we provide a step-by-step guide on how to prepare before travelling to Greece as of May 14th.
These guidelines are in place to ensure the protection of your health, as well as the health of your loved ones and all those involved in offering you a safe hospitality experience:

– As of May 14th, travelers arriving in Greece are required to have either a negative PCR certificate from a testing laboratory, for a Covid-19 test taken no later than 72 hours before arrival or a negative antigen (rapid) certificate taken no longer than 48 hours before arrival.
This test is mandatory for all tourists (including children over the age of 12), regardless of the epidemiological situation in the country of departure.

– Proof of a negative test is not required however for all travelers that have completed their vaccination (i.e., 14 days have elapsed since the last vaccination, depending on the doses required) and hold a vaccination certificate.

Acceptable vaccines are: Pfizer BioNtech, Moderna, Astra Zeneca/Oxford, Novavax, Johnson + Johnson/Janssen, Sinovac Biotech, Gamaleya (Sputnik), Cansino Biologics, Sinopharm among others.

– Proof of a negative PCR test is not required if the traveler was tested positive with COVID-19 in the past 30 to 180 days. This can be proved either by presenting a positive PCR molecular or an antigen test result performed by an authorized laboratory or a medical certificate confirming that the holder was tested positive with SARS-CoV-2 virus infection. The certificate is issued 30 days after the day of the first positive COVID-19 test and is valid for 180 days after it.

– Every traveler who arrives in Greece, regardless of the certificate in their possession, may undergo a random health screening. If you are selected, please keep in mind that the screening is mandatory. In case of refusal, authorities reserve the right to refuse entry into the country. The selection is made through a targeted sampling system ”EVA” used also in the summer of 2020.

– Important clarification: Entry of tourists in Greece is not subject to vaccination. Presenting a vaccination certificate greatly facilitates the procedures upon arrival. However, in no case is a vaccination or antibodies certificate considered a “passport”.

– The countries from which entry is allowed, under the aforementioned conditions, without the requirement for subsequent self-isolation are: EU++ (Andorra, Iceland, Lichtenstein, Norway, Switzerland, San Marino, Vatican, the Principality of Monaco), USA, UK, Albania, Armenia, Australia, Azerbaijan, Bahrein, Belarus, Bosnia and Herzegovina, Brunei, Canada, China, Israel, Japan, Jordan, Kosovo* (This designation is without prejudice to positions on status, and is in line with UNSCR 1244/1999 and the ICJ Opinion on the Kosovo declaration of independence), Kuwait, Lebanon, Moldova, Montenergro, New Zealand, North Macedonia, Qatar, the Russian Federation*, Saudi Arabia, Serbia, Singapore, South Korea, UAE, Ukraine.

*For the Russian Federation, from 30.6 passengers must carry a negative PCR molecular test result from a testing laboratory taken up to 72 hours before arrival, or a negative antigen (rapid) test result taken up to 48 hours before arrival regardless if they are vaccinated or not.

– Non EU citizens are strongly advised to choose direct flights to Greece. In any other case, travelers should abide by the stop-over country requirements.
Passengers are allowed to enter the country through all international airports and all ports.

Travellers are allowed to enter from the land borders through the entry gates of Promachonas, Ormenio, Evzonoi, Nymfaia, Niki, Doirani, Kristallopigi, Kipi, Kakavia, Kastanies and Exohi in a 24h basis.

Cruising and yachting is allowed. Maritime connections with Turkey are temporarily restricted.

REQUIREMENTS FOR VISITORS

Before arrival:
– Tourists must fill in the Passenger Locator Form (PLF) before arriving in Greece. For more information, please click here.

Prior to departure, all travelers must ensure that they carry an acceptable form of certification of their health condition. Acceptable documents include:

– A negative PCR molecular test result from a laboratory; the test must be taken up to 72 hours before entry.

– A negative antigen (rapid) test result from a laboratory; the test must be taken up to 48 hours before entry.

– A vaccination certificate issued by a certified authority.

– A certificate of recovery from the SARS-CoV-2 virus infection issued by a public authority or a certified laboratory. The certificate is issued 30 days after the day of the first positive COVID-19 test and is valid for 180 days after it.

– Proof that the traveler was tested positive with COVID-19 in the past 30 to 180 days. This can be proved either by presenting a positive PCR molecular or an antigen test result performed by an authorized laboratory or a medical certificate confirming that the holder was tested positive with SARS-CoV-2 virus infection.

All certificates must include the critical information (i.e. number of doses and their respective dates) in English, German French, Italian, Spanish, Russian and the person’s full name must match the name on the passport or any other recognized travel document.

Upon arrival:

Travelers arriving in Greece are subject to:

– Sampling RAPID antigen tests at the entrance gates for selected individuals drawn from a targeted sampling system, based on the ”EVA” system.

– Mandatory isolation if they test positive for SARS-Cov-2, following a sampling test. In this case, the travelers and their travel companions are accommodated in quarantine hotels, where they will undergo further PCR testing to confirm the initial diagnosis. Guests will stay in seclusion hotels for a maximum of 10 days. The expenses of the accommodation in quarantine hotels are covered by the Greek state.

Compliance with the health protocols during transport and throughout your entire stay in Greece is the key factor that will allow all of us to stay safe and return to normality.

We appreciate your understanding and apologize in advance for any additional inconvenience.

We extend a warm thank you for the cooperation, and for choosing our country for your holidays.

We look forward to welcoming you to Greece.

QUESTIONS AND ANSWERS FOR THE OPENING OF TOURISM 2021

    1. How can one travel to Greece?

Greece is ready to welcome visitors applying advanced health protection protocols. In 2021, Greek Tourism is ready to operate with the maximum safety possible, for tourists, employees and every person involved in the provision of tourist services.

Isolation (quarantine) for visitors from abroad is no longer required. However, entry into Greece will be allowed under the following conditions:

A. Travelers must have one of the following:

– Vaccination certificate issued by an appropriate body in the traveler’s country of origin.

– Instead of a vaccination certificate, travelers are required to show either a negative PCR test conducted up to 72 hours before traveling or a negative antigen (rapid) test conducted up to 48 hours before traveling.

– Alternatively, the traveler can show proof that was tested positive with COVID-19 in the past 30 to 180 days.

B. All visitors must complete the electronic PLF document before traveling.

C. Upon entering Greece, visitors may undergo targeted tests. In the event of a positive result, travelers will be temporarily accommodated in an isolation hotel, free of charge. If a positive incident is detected following a sampling test at the land borders, then entry into the country may not be allowed.

    1. What are the health protocols for the people working in the tourism sector?

Employees in the Greek tourism sector are vaccinated with the general population, according to government planning. Until their vaccination, all employees are obliged to undergo tests twice per week (self-test or rapid test). Furthermore, they are encouraged to test even more frequently, in order to ensure timely isolation.

    1. Which vaccines are acceptable for the vaccination certificate?

Acceptable vaccines are: Pfizer BioNtech, Moderna, Astra Zeneca/Oxford, Novavax, Johnson + Johnson/Janssen, Sinovac Biotech, Gamaleya (Sputnik), Cansino Biologics, Sinopharm among others.

    1. What applies to international flights?

As of May 14th, flight restrictions from EU countries will be lifted, as well as from a number of other countries. Quarantine will not be required.
Furthermore, our country welcome flights at all international airports.

    1. What will apply to land travel?

Travellers are allowed to enter from the land borders through the entry gates of Promachonas, Ormenio, Evzonoi, Nymfaia, Niki, Doirani, Kristallopigi, Kipi, Kakavia, Kastanies and Exohi in a 24h basis.

    1. What about ferry connections?

As of 14/5/21 the quarantine is lifted for passengers who arrive by ferry through all the port entrances. Maritime connections with Turkey are restricted.

    1. What will apply to guests during their stay?

During their stay in Greece, visitors must follow all measures that apply to Greek citizens.

    1. Will there be business activity protocols?

In all tourist activities, tourist transport and tourist visits to other places of interest, the same protocols as those in 2020 will apply, with some small adjustments. These protocols have proved effective and will be updated according to epidemiological conditions. The Ministry of Tourism and the Hotel Chamber of Greece will provide certification to all lodgings that apply these protocols. Moreover, training material will be provided to the employees of these businesses, in order to ensure the correct application of all health and safety measures against Covid-19.

    1. Will there be quarantine hotels?

The plan for the opening of Greek Tourism provides for the existence of specific isolation (quarantine) hotels near each entrance gate, as well as in other strategic points nationwide. This way, an adequate safety net for case management will be in place, combined with an early detection upon the arrival of tourists from abroad. The cost for the isolation hotels is covered by the Greek state.

    1. Can I quarantine at my hotel if I am diagnosed with COVID-19?

Visitors who have been diagnosed with COVID-19 upon arrival can isolate at their booked hotel, only in the case the hotel is a 4* and 5* and provides the service of quarantine rooms as informed to the Civil Protection authorities. According legislation, the visitor upon arrival can request from the Civil Protection authorities to contact her/his booked hotel regarding the availability of the service.

    1. What will apply to minors under the age of 12?

Only children under the age of 12 will not be required to undergo a PCR test.

    1. When will the departure and arrival of private yachts be allowed and from which countries?

The departure and arrival of yachts (except those coming from Turkey) is allowed with some restrictions, while the same terms and conditions will apply both for Greek and foreign citizens.

    1. What will apply to cruise ships?

From May 14th, cruise restrictions are completely removed, always enforcing very strict protocols that are applied to these activities.

    1. What if the visitor’s country requires a test for his/her return?

It is possible to perform PCR or antigen tests directly at the place where each guest stays if the guest needs a test for returning home. This makes it easier for every tourist to be consistent with his/her obligations in order to safely return to his/her country.

July 18, 2021: Tourism return to Argentina. When?

We give you this suggestion based on news items and official announcements from the Argentinean government. Latest update on July 18, 2021.

The borders of Argentina are partly reopened and this is only for the following persons:

  • Argentinians and residents of Argentina.
  • SUSPENDED! Foreigners that have direct family contact with an Argentinian. You need to prove this by birth certificate, marriage, or cohabitation certificate. The document needs to be legalized by an apostille stamp of your home country (more info below).

The Argentinian border remains closed for other foreigners until August 6, 2021.

Sadly, other international tourism from the USA or Europe is not allowed. The border remains closed for other foreigners (see exceptions above).

What do I expect?

Currently, the second wave is getting under control but the government is anxious for the Delta variant. Infections in de city of Buenos Aires are decreasing. Nevertheless, the positivity ratio is still at 25%. This means that many covid-19 infections are still going around undetected. The government wants to reduce this percentage quickly.

Plans to open borders with neighboring countries have also been postponed until further notice. The government considers tourism from Chile and Brazil more important than travelers from other countries. And even now if they postpone travel from neighboring countries, things don’t look good.

Moreover, there are no plans on the table yet on how to receive tourists who have been fully vaccinated. Setting up a vaccination passport is not for now.

You also have to take into account that winter arrived (in Argentina starts in June). Now the spread was somewhat suppressed because many activities took place outside during summer. In winter people visit each other indoors, which increases the chance of spreading. The flu season is also coming and this will cause confusion between the flu and COVID-19.

So, there is still a lot to happen and I personally feel more and more that tourism will no longer be possible in 2021. I believe that 2022 will be the year of gradual reopening.

In previous reports, I assumed a reactivation of foreign tourism for July 2021. But I am now leaning more towards beginning 2022. These are personal findings because the government is not proposing anything concrete.

If you are curious about the flight statuses in Argentina? I wrote an article with the actual status of flights and regulations in Argentina.

Reopening borders of Argentina

The borders of Argentina are closed until August 6, 2021 (Link to official decree).

The government reviews the “Prohibition of entry into the national territory” every two/three weeks.

Don’t forget to complete the passenger locator form < 48h prior to your arrival. It’s a step forward in the process of reopening the borders of Argentina. We made a video on how to complete the form because not everything is clear.
