November 30, 2021 – Latest travel advice Spain – Due to new COVID variants of concern, Spain has updated its entry requirements and from 01 December, travellers from the United Kingdom arriving to Spain will need to show a vaccination certificate.

Prior to 01 December, travellers from the United Kingdom have been able to enter Spain with a vaccination certificate or a negative Covid-19 diagnostic test. The changes mean that from 01 December all travellers from the United Kingdom will need to show proof of being fully-vaccinated (with both doses of a two-dose vaccine or one dose of a one-dose vaccine) at least 14 days prior to arrival in Spain.

Children under 12 years old are exempt when travelling with an adult.*

Latest Travel Advice Spain

Prior to travelling to Spain, all passengers must also present a QR code which is obtained from filling in the Health Control Form (FCS in Spanish) available via Spain Travel Health (SpTH).

Spain reinforces its position as a safe holiday destination with one of the highest vaccinations rates worldwide (almost 90% of the population age 12 and over) and one of the lowest COVID rates in Europe. Based on Spain’s Ministry of Health data from a seven-day period up until 26 November 2021, the accumulated incidence rate of COVID infection in Spain is 97.98 per 100,000 residents.

This new legislation is for UK travellers** prior to their arrival to the whole of Spain, including the Balearic Islands and the Canary Islands.

Indian Hotel Sector – Regaining Ground Faster Than Expected

November 30, 2021 – With the surge in travel demand, the Indian hotel sector has been regaining ground faster than expected, with occupancy climbing significantly in recent months, strengthening the sector’s hope for a stronger rebound.

Domestic leisure travel growth, significant pent-up demand, and the resumption of business travel in the country are all contributing to the strong revival. Weddings and social events are also driving demand in certain markets. This positive travel sentiment, spurred by lesser restrictions across states, fewer COVID cases, and a higher vaccination rate in the country, is likely to continue into the last two months of the year, which have historically been the best months for the sector due to the onset of the holiday season. Moreover, after a nearly two-year hiatus, small-to-medium-sized domestic MICE events are making a comeback, fueling demand for hotels.  

We expect the robust demand to tip the sector’s fortunes, bringing the sector’s October-December 2021 quarter performance closer to pre-pandemic levels, with a few markets, such as Goa and Chandigarh, even exceeding their pre-pandemic performance for the quarter.

Indian hotel sector

Nationwide occupancy is expected to be in the range of 62-64% in the Oct-Dec 2021 quarter compared to 38% and 69% during the same period in 2020 and 2019, respectively.
Average rates have also been improving and are expected to be in the range of INR5,400-5,600 in Oct-Dec 2021 compared to INR4,253 and INR6,540 during the comparative period in 2020 and 2019, respectively. As a result, RevPAR will double from INR1,615 in Oct-Dec 2020 to INR3,400-3,600 in Oct-Dec 2021, but will still be lower than the INR4,500 levels seen in 2019.

While the industry’s strong comeback is encouraging, it has brought with it a new set of challenges. Several hotels have been operating with fewer employees, as a result of reducing their staffing ratio during the peak of the epidemic to reduce costs and weather the storm. Though the staffing ratio has improved marginally with rising occupancy, it is still lower than pre-pandemic levels in most cases. This could impact the quality of services at hotels going forward, and while guests were more tolerant earlier when average rates were dismally low, they will be less forgiving now that rates are approaching pre-pandemic levels. Hoteliers should, therefore, focus on redefining SOPs as per the lower staffing ratio, as well as employee reskilling and training to ensure service standards are not compromised, given that the business is undoubtedly returning at a faster pace than previously predicted.

Harbin is the largest city in China’s Heilongjiang province and is one of China’s most popular winter destinations, attracting many visitors each year. The city is famous for its rich history and unique convergence of Chinese-Russian influences, as reflected in its many architectural and cultural attractions, and serves as an important trading gateway between the two countries. Every winter, visitors also come to marvel at larger-than-life ice sculptures that can be seen throughout the city during its famous annual festival. The Ritz-Carlton, Harbin is located only 3.2 kilometers from the transport hub of Harbin Railway Station, making it an ideal base for guests to explore the diverse seasonal delights of this fascinating place.

International design firm Hirsch Bedner Associates (HBA) designed the hotel’s refined interiors including the guestrooms, the lobby, events functions and spa, with hospitality design firm AB Concept adding creative flair to the dining outlets and bar. The inviting arrival area, along with the hotel’s curated art collection, welcomes guests with elements that showcase colorful Russian influences fused with local Harbin culture. A striking feature wall depicts the nearby Changbai Mountains as well as the famous Heilongjiang River. On the 54th floor, the Sky Lobby is a palette of subtle whites with indigo-hued accents on marble and brass framing gorgeous views of the Songhua River, as well as the many breathtaking ice and snow sculptures that dot the city during the winter months.

Elegant design continues throughout the hotel’s 368 contemporary guest rooms, including its 31 suites. Each guest room features unique blue-and-white floral motif art walls inspired by traditional Russian lace crafts. In each suite, different inspirations highlight the beauty of Harbin’s four seasons. On the 52nd floor, The Ritz-Carlton Suite is a tribute to the beginning of spring and the abundance of the new season, with a collection of artworks throughout its spacious interiors. The Ritz-Carlton Club Lounge is an exclusive sanctuary for business and leisure guests, offering an elevated stay experience from pre-arrival to departure. The signature Ritz-Carlton Club experience includes personalized check-ins, five different curated culinary experiences throughout the day as well as Club programming. To experience a taste of Harbin’s winter culture, guests have the opportunity join local master ice sculptors and discover their creative skills in ice sculpting at the Club Lounge.

The Ritz-Carlton, Harbin features four distinct dining options. Manor 54 offers local and international all-day dining with live cooking presentations in a warm, naturally sunlit space accentuated by jewel tones and Chinese artwork. Cantonese fine-dining restaurant King Wong Heen sources premium produce from local farms as ingredients for its Cantonese specialties. The Lobby Lounge serves afternoon tea alongside a cookie bar trolley as well as handcrafted drip coffee exclusively available at the hotel. On the 56th floor, the hotel’s signature bar FLAIR invites guests to sip creative cocktails and boutique spirits paired with southeast Asian-inspired tapas. On the 57th floor, Speakeasy Bar, with subdued lighting and rich-hued soft furnishings, is a convivial after-hours gathering place. Two exquisite hand-woven tapestries pay tribute to Harbin’s Middle East Railway, as well as the city’s century-old history as a gateway between East and West.

The Ritz-Carlton Spa has six luxuriously appointed treatment rooms, including two double rooms. Signature spa treatments include Rejuvenate & Flourish treatment featuring locally sourced botanicals and ingredients from the volcanic surroundings of the nearby UNESCO World Heritage-listed Wudalianchi Global Geopark. The Ritz-Carlton Spa also offers wellness areas such as steam rooms, saunas, a heated indoor swimming pool and a fitness center with the Technogym equipment.

The hotel offers a total of 3,500 square meters of event space, including a Grand Ballroom equipped with three build-in LED screens along with the latest audiovisual technology, as well as floor-to-ceiling windows for picturesque river views. On the 56th floor, the hotel’s Sky Gallery has four multi-functional meeting rooms for private events. Set in an exceptional Venetian jewel of architecture by the Cannaregio canal, Radisson Collection Hotel, Palazzo Nani Venice opens its doors in the historic heart of the city.

Radisson Collection Hotel, Palazzo Nani Venice is situated close to the Venetian Ghetto in the northern part of the city. The hotel’s 52 beautifully designed rooms, offering views of the Cannaregio Canal, city streets or the quiet courtyard, create a sense of serenity through a refined color palette and soft fabrics. The interior decoration preserves the stuccos and frescoes attributed to the Italian sculptor Alessandro Vittoria, who also remodeled the palazzo in the 1680s.

Built in the 16th century, the hotel was the residence of the Nani family, an ancient Venetian family engaged in the political, social and cultural life of the city’s rich past. A 22-month extensive renovation project led by architects Studio Marco Piva and approved by the Fine Arts Heritage Committee, has transformed Palazzo Nani into a five-star Radisson Collection Hotel, renowned for offering exceptional service and guest experiences. The restoration work aimed to preserve the original decorative and architectural elements of the building’s façade and interiors. Special attention was paid to the restoration of historical ornaments, stuccos and paintings on the walls and ceilings. During the excavation works, some Roman flooring was found and registered by the Fine Arts and Heritage Protection Authorities.

FIFA Arab Cup Qatar – 1st ever

November 29, 2021 – The first ever FIFA Arab Cup™ will take place in Qatar from 30 November to 18 December, with Qatar Airways as the Official Airline Partner of the tournament.

The FIFA World Cup 2022™: the stunning Al Bayt and the groundbreaking Ras Abu Aboud.

Those landmark inaugurations headline an action-packed first matchday, with Al Bayt welcoming fans for the first time to host Qatar’s opener against Bahrain at 19:00 local time, while Ras Abu Aboud will do the honours for the encounter between the UAE and Syria at 22:00. As the timings of three matches on that day have been slightly adjusted, an updated match schedule can be found on FIFA.com. Tickets that have already been purchased for these matches remain valid despite the changed kick-off times.

Fans will be able to attend two out of the four matches taking place daily during the group stage, as long as there are four hours in between kick-offs to allow enough time to get to the second stadium using public transport. Team-specific ticket series will also be available once again during this sales phase, which will conclude on Tuesday, 12 October at 12:00 AST/11:00 CET. Finally, the last-minute sales phase will start on Tuesday, 2 November and run until the end of the tournament.

A selection of affordable tickets will be available, with prices ranging from QAR 25 for a category 4 ticket (Qatar residents only) for the group matches to QAR 245 for a category 1 ticket for the final. Visa, the Official Payment Services Partner of FIFA, is the preferred payment method for fan ticket purchases for the FIFA Arab Cup Qatar 2021.

Regional talent on display

The FIFA Arab Cup Qatar 2021 will offer a glimpse of what to expect one year later at the FIFA World Cup Qatar 2022™. During the first FIFA pan-Arab football tournament, spectators and competitors alike will experience Qatar’s hospitality as 16 teams from across the Arab world take the pitch between Tuesday, 30 November and Saturday, 18 December 2021. Besides Al Bayt and Ras Abu Aboud, Al Thumama, Ahmad Bin Ali, Education City and Al Janoub stadiums, all built from scratch in preparation for 2022, complete the line-up of magnificent FIFA Arab Cup™ venues.

Twenty-three national teams were invited to participate, with seven out of 14 advancing from the round of qualifying matches to meet hosts Qatar and the eight highest-ranked nations, who qualified directly. The 16 teams will now compete in a group stage followed by knockout matches, making for a total of 32 games played over 19 days.

As the tournament will take place at the same time of the year as football’s global showpiece in 2022, fans and teams will enjoy mild temperatures, ranging between 15 and 24°C. Similarly, as in the FIFA World Cup™ next year, the host country’s compact nature will offer minimal travel distances between venues and an exciting match schedule, allowing fans to purchase selected tickets for more than one match per day during the group stage while ensuring sufficient travel times between kick-offs.

Fan ID

Fan ID is a smart-technology identification card designed to provide fans with the ultimate experience in Qatar, and will be mandatory for all ticket holders that attend the FIFA Arab Cup 2021™ matches, taking place in Qatar from 30 November to 18 December. It will serve as a means of identification and provide access to tournament stadiums. Fan ID will also provide ticket holders with access to a number of services and benefits relating to transportation, tourism and others in order to enhance their experience while in Qatar.

Fans planning to attend the FIFA Arab Cup 2021 should apply for their Fan ID once they have paid for their match tickets and have received their ticket application number by email. Applications for Fan ID can be submitted online via the host country entry portal website (FAC21.qa, live from 28 September), where more information can be found.

Fan ID is operated by the government of the State of Qatar. FIFA is not responsible for its application process, issuance and/or use.

COVID-19 measures

In light of the COVID-19 pandemic and as was the case for the FIFA Club World Cup 2020™ and the FIFA Arab Cup Qatar 2021 qualifiers held in June 2021, the host country will provide the required safeguards to protect the health and safety of all involved in the competition. Attendees must follow the travel advice from the Qatari authorities and the guidance from Qatar’s Ministry of Public Health.

Additional information on COVID-19-related safety measures to access the FIFA Arab Cup Qatar 2021 stadiums will be available at FIFA.com. To date, ticket holders are required to be fully vaccinated with one of the vaccines approved by the Ministry of Public Health.

November 29, 2021 – Tourism and tax – Germany and VAT

On 24th November, news started to circulate that the proposed change in VAT treatment of non-EU agents and operators has been further postponed to 1st January 2023.

At time of writing, we await official notification from the Federal Finance Ministry, but this move has been expected. A letter received by ETOA from the Ministry last week indicated that ‘discussions were continuing’.

Tourism and tax

It was clear from our lobbying activity that both inbound associations and regional governments were very concerned. This represents a success for a concerted lobbying effort: postponement a pragmatic and politically palatable option. But the goal is still to ensure that all EU states await an EU-wide resolution. Maintaining European competitiveness in its source markets remains a core ETOA priority.

Assuming implementation is delayed, there is still much to do. The good news is that product delivered during 2022 will not be subject to new sales tax, and the requirement for VAT registration is less urgent. However, operators and agents preparing programmes and product for 2023 still face the same commercial uncertainty. Will sales made in 2022 for product delivered in 2023 be subject to a new tax? We await confirmation. 2023 is widely expected to be the year when recovery is consolidated. Unnecessary obstacles must be avoided.

In the new year, we understand that the European Commission intends to conduct another short study on various options for VAT and tourism ahead of a legislative proposal in 2023. Unilateral changes introduced meanwhile could be counter-productive, even if they were enforceable. How any country would justify the cost of the administrative resources needed to engage in tax collection on a global basis is an open question. It ought to be an easy question to answer if a consequence of the regime requiring such resources would be a net loss of tax revenue. ETOA’s latest position paper is available here.

International travel spending to rise 94% in 2022

The World Travel & Tourism Council (WTTC) and Trip.com Group have launched ‘Trending in Travel’, a new report that shows the latest trends traveller behaviour and future booking patterns in the wake of COVID-19.

WTTC, representing the global Travel & Tourism sector, joined forces with leading global travel service provider, Trip.com Group, and its major consumer brands Trip.com, Ctrip and Skyscanner, to analyse consumer trends shaping the recovery of the Travel & Tourism sector.

International travel spending to rise 94% in 2022

WTTC’s latest projections show strong growth in international spending for 2022 and beyond, projected to overtake domestic spending in 2022, as more destinations ease restrictions and vaccination rates continue to rise.

Following a 69.4% decline (2020), global International travel spending to rise 94% – by 9.3% in 2021, and significantly by 93.8% in 2022.

The report also reveals how severe and confusing travel restrictions around the world drove a significant rise in domestic tourism, with a surge in domestic hotel bookings of more than 200% on Trip.com’s platform this year compared to 2019.

Since the start of the pandemic, mobility restrictions have hindered international travel and, although domestic travel will provide a much-needed boost to the sector, WTTC says the return of international travel is critical to rebooting the global economy.

The report focuses on booking trends, consumer considerations, and consumer profiles. It also features examples of markets whose resilience has provided a platform for the recovery of the Travel & Tourism sector.

The report shows how COVID-19 has changed the way people travel; younger travellers are the first to return to travel; increased demand for longer stays; the importance of fee-free cancellations and the demand for high levels of health and safety checks.

To avoid travel restrictions, travellers are seeking secondary destinations, away from traditional holiday spots, as their destination of choice. This preference positively impacts local communities and livelihoods. According to Trip.com’s hotel booking data, Abu Dhabi (UAE) Chiang Mai (Thailand), Doha (Qatar), Florence (Italy), and Frankfurt (Germany) were the most popular secondary destinations in their respective countries in 2021.

The report goes on to show that, according to Ctrip data, bookings for ‘the great outdoors’ will predominate in the short and medium term. In China – one of the world’s largest travel markets – nature-related attraction bookings have increased by 265% in the first half of this year compared to the same period last year.

The pause in travel has also heightened consumers’ eagerness to travel more sustainably with more than eight out of 10 (83%) global travellers saying they would make sustainable travel a priority in the future.

Reinforcing this long-term trend, since its launch in 2019, the report shows 68 million travellers have opted to book a “Greener Choice” labelled flight on Skyscanner, a comparatively lower-carbon flight choice.

According to the report, 70% of travellers in many major countries such as the U.S., Spain, the UK, Canada, and Japan plan to spend more on travel in 2022 than they have in the last five years, including 2019 – one of the best years on record for Travel & Tourism.

Consumers are curious, they are looking at new destinations, ‘the great outdoors’ and travel that benefits the places and people they visit. As travel and tourism represents over 10% of global GDP this is good news for jobs and economies. The impact in some countries has been devastating for local communities and this report shows that business is returning in earnest.”

Latest WTTC research shows the global recovery of the Travel & Tourism sector is picking up pace with the sector’s contribution to global GDP projected to rise by 30.7% in 2021 and 31.7% in 2022.

Starting from 19th November 2021, the first international routes into AlUla will take off from Dubai and Kuwait. Domestic routes added as part of the expansion include Riyadh, Dammam and Jeddah. The announcement marks the first time that international travellers will enjoy direct access to one of the most significant archeological and historical sites in the world.

November 26, 2021 – UK and Israel ban flights from Southern Africa, more countries may follow. Experts from the World Health Organisation (WHO) are meeting with South African officials on Friday to assess the evolving situation in the country.

The European Union might follow suit, a decision will be made today.

The variant could eventually be given the moniker ‘Nu’ – with the most concerning variants given named after the Greek alphabet.

The original Red List was reduced to zero nations at the end of last month when the remaining seven countries on it were removed.

UK and Israel ban flights from Southern Africa

No10 had left the door open to bringing back the notorious traffic light travel system with Transport Secretary Grant Shapps saying last month hundreds of hotel rooms were still on standby for quarantine.

The UKHSA said it had been in extensive talks with scientists in South Africa about the new variant but the situation is ‘rapidly evolving’.

Although only 100 cases of the new variant have so far been identified, it is already in three countries, suggesting it is more widespread than the official tally.

Two cases have been detected in Hong Kong – both of whom had links to South Africa –three have been picked up in Botswana and the remainder are in South Africa.

But a lack of surveillance on continental Africa may be underestimating the true numbers there, scientists warned.

Why UK and Israel ban flights from Southern Africa –

Experts explained earlier how the B.1.1.529 variant has more than 30 mutations – the most ever recorded in a variant and twice as many as Delta – that suggest it could be more jab-resistant and transmissible than any version before it.

The variant – which could be named ‘Nu’ by the World Health Organization in the coming days – has caused an ‘exponential’ rise in infections in South Africa and has already spread to three countries – including Hong Kong and Botswana, where it is believed to have emerged.   

In response, the Health Secretary announced that flights from South Africa, Namibia, Lesotho, Botswana, Eswatini and Zimbabwe will be suspended from midday Friday and all six countries will be added to the red list.

Israel was the first country to follow suit, also red-listing the six nations. 

No cases have been detected in the UK so far but everyone who has returned from South Africa in the past 10 days will be contacted and asked to take a test. 

At the moment, around 500 and 700 people are travelling to the UK from South Africa each day, but it is expected this figure could increase as the festive period begins.

Mr Javid said: ‘The early indication we have of this variant is it may be more transmissible than the Delta variant and the vaccines that we currently have may be less effective against it.

‘Now to be clear, we have not detected any of this new variant in the UK at this point in time. But we’ve always been clear that we will take action to protect the progress that we have made.

‘So what we will be doing is from midday tomorrow we will be suspending all flights from six, southern African countries and we will add in those countries to the travel red list. 

‘Those countries are South Africa, Namibia, Lesotho, Eswatini, Zimbabwe and Botswana. We will be requiring anyone that arrives from those countries from 4am on Sunday to quarantine in hotels.

Fun facts about Madeira

  • The archipelago of Madeira is a group of islands in the north Atlantic Ocean located 280 nautical miles from the coast of Africa and 540 nautical miles from continental Europe.
  • The Madeira region has a total population of nearly 270,000, most of who live on the main island of Madeira
  • Madeira island is mountainous with peaks reaching 6,100 feet. When claimed in 1419, the island was covered with laurel forest, leading to its name. ‘Madeira’ means ‘wood’ in Portuguese
  • The Madeira Islands are the home of Madeira fortified wine which can range from dry (consumed as an aperitif) to sweet (usually served with dessert)
  • Wine making in Madeira dates back to late 15th century when Madeira was a regular stop for ships heading to the East Indies
  • It’s one of the best places in the world to see whales
  • The most famous export? Cristiano Ronaldo
